My First Jury Convention Speech at UP





IMPROMPTU SPEECH OPENING THE FIRST JURY CONVENTION AT UP



I am sharing this impromptu speech of mine that I delivered to open the first and only jury convention held on 28 April 2011 at the University of the Philippines (NCPAG).  Please listen to get a bird's eye view of what is the system of justice where the judges are the people themselves and the office that decides who will be charged in court are also the people themselves. 



This is the kind of justice system in the United States of America where the judge of all cases is the TRIAL JURY constituted by a group of people chosen by raffle from the community and by screening process to know who are fair and who have the capacity to discern who are the witnesses telling the truth and who are those who are not; and where the office that determines who must be charged in court is the GRAND JURY constituted by a group of people chosen from the community by raffle and additional screening process to serve for six (6) months as the decision makers who will vote by majority whether persons arrested by the police or charged by the district attorneys for alleged crimes must be tried in court and thereafter.



Ito ang sistema ng hustisya sa Estados Unidos ng Amerika kung saan ang huwes sa lahat ng paglilitis ay ang TRIAL JURY na binubuo ng grupo ng taong pinili sa komunidad sa pamamagitan ng tambyolo sa listahan ng mga nakatira at dagdag na proseso sa pagpipili para malaman kung sino ang may kakayahan na magiging patas na huwes at kakayahan na magsabi kung sino sa mga testigo ang nagsasabi ng totoo at sino ang nagsasabi ng hindi totoo; at kung saan ang opisina na magdidesisyon kung kakasuhan ba ang nahuli ng pulis o hindi o kakasuhan sa korte ang mg taong inaakusa ng district attorney (piskal sa Pilipinas).



Experience in the US shows trials complete in one (1) to three (3) days in ordinary crimes of killing, robbery, rape and many other crime; but in complicated ones like the trial of OJ Simpson on the murder of his wife completed in one month only to led the jurors to acquit him just because the jurors doubt so much the accusation because the bloodied gloves claimed by the police as found by the investigators in the crime scene as the one used in the killing did not fit in the hands of OJ.



Ang karanasan sa USA ay nagpapakita na ang karaninwang paglilitis ay natatapos mula sa isa (1) hanggang tatlong (3) araw sa ordinaryong kaso ng pagpatay ng tao, pagnanakaw ng sapilitan, panggagahasa at iba pang krimen; pero sa kumplikadong kaso gaya ng paglilitis kay OJ Simpson sa pagpatay sa kanyang asawa na natapos sa isang buwan na nagtapos na pinawalang-sala siya ng mga hurado (trial jurors) dahil sa ang pinakita ng mga pulis na gwantes kuno na ginamit sa pagpatay ay hindi nagkasya sa kamay ni OJ.
