My belief is founded on the fact I have many clients who are victims of policemen.

In this video report of ABS-CBN, the complainant is crying while telling his harrowing experience in the hands of evil cops of Quezon City.

IF WE WERE UNDER THE JURY SYSTEM OF JUSTICE, THE COPS WILL FIND IT DIFFICULT TO PLY THEIR TRADE OF EXTORTING BY MEANS OF ARRESTING ON CONCOCTED CHARGES SUPPORTED BY PLANTED EVIDENCE.


One difficulty provided by the Jury System is the fact that GRAND JURIES entertain even anonymous reports to start preliminary investigations into reports of crimes committed by anyone.

By the grand juries, no one can sell out his or her genuine case because witnesses will be imprisoned if they refuse to testify.  Witnesses to the crimes cannot complain and cannot say they fear to testify, otherwise they will be held in contempt of justice.

This system does not violate constitutional prohibitions against self-incrimination because while the witnesses are compelled to testify they are allowed not to talk about matters that will expose them to criminal charges.

No matter how strict or what system of recruitment and training that the PNP will undergo, the inherent motive to gain in every person will always show when cops are given the power to arrest and their arrest jobs are given the presumption of truth.
