IS THE PNP PROTECTING COPS 
ARRESTED FOR KIDNAPPING WITH RANSOM?


The PNP has not yet turned over to the court the cops arrested on May 21 and 22, 2013.

The relatives of the victim are suspecting that these policemen are being protected by their bosses at Camp Crame, Quezon City.

Due to this, I wrote Secretary Mar Roxas to request that the turnover of these cops to the court be expedited.

URGENT REQUEST IN THE NAME OF JUSTICE

Dear Secretary Mar,


Greetings!
                       
            On behalf of client Abdulmanan B. Ebad and his uncle Mokamad G. Utto as collaborating counsel, the undersigned respectfully requests that the policemen arrested on May 21 and 22, 2013 but held until today in custody by their mother unit, the Intelligence Group, be turned over now to the Regional Trial Court of Koronadal, Branch 25, that issued the warrants for their arrest for heinous crimes.

            These policemen are identified as SPO1 CELESTINO P. REYES JR. alias “Kong” or “Raffy”, PO3 RANDY R. GALAN alias “Jake”, PO2 FRANCISCO V. CASTRO alias “Frank,” PO1 JOHN CESAR A. ELEZANO alias “Jong”, PO1 JULIUS M. OCAMPO, and PO1 JEFFREY M. DELARMENT alias “Rex.”

The six police officers were charged with KIDNAPPING FOR RANSOM WITH SERIOUS ILLEGAL DETENTION under Criminal Case No. 8525-25, VIOLATION OF RA 6539 (Anti-Carnapping) under Criminal Case No. 8523-25, and ROBBERY WITH VIOLENCE OR INTIMIDATION OF PERSON IN BAND under Criminal Case No. 8524-25.

They were charged in conspiracy with ABDUL BASHIT ESHAK alias “Basco.”

Copies of the Informations are attached hereto as ANNEXES “A”, “B” and “C.”

Copies of the warrants of arrest are attached hereto as ANNEXES “D”, “E”, and “F.”

Please be informed that   Atty. Carlos Valdez, Jr., the other counsel of Andulmanan B. Ebad and Mokamad G. Utto, already wrote a letter dated May 30, 2013 to Police Director General Allan La Madrid Purisima and requested that these police officers be turned over at the RTC of Koronadal in the soonest possible time.

A copy of the said letter is attached hereto as ANNEX “G.”

            It is therefore requested of the Honorable Secretary to ORDER THE CHIEF OF THE PHILIPPINE NATIONAL POLICE, Director General Allan La Madrid Purisima, to EXPEDITE THE TURNOVER of the above-said police officers to the RTC of Koronadal, Branch 25.

            The bearer, BENJIE CABALLERO, a mediamen in Socksargen, is authorized to file this request, follow up the same, and receive whatever communications that the Office of the Secretary would give.

            We hope that justice still is a paramount concern of the Secretary.
